France Tightens Tax Control Over Cryptocurrencies

France's National Assembly approved a tax amendment that introduces taxation on certain stablecoin transactions. Under the new rule, swaps between different stablecoins will be treated as taxable events, similar to selling cryptocurrency for fiat. This decision is part of a broader initiative to regulate the crypto industry in France.

Additionally, two other proposals are under consideration: an exit tax for crypto investors leaving the country and mandatory reporting for self-custodial wallets. If adopted, France would become one of the first countries to regulate decentralized finance so strictly.

Context for Arbitrage and Digital Marketers

For traffic arbitrage specialists and digital marketers, these changes matter because many use stablecoins for settlements with partners and paying for services. The new tax could increase transaction costs and complicate accounting. Moreover, reporting on self-custodial wallets will create additional risks for those holding funds outside centralized exchanges.

France traditionally follows FATF recommendations and aims to comply with EU standards. However, the introduction of an exit tax and reporting on non-custodial wallets could trigger capital outflow and reduce the country's attractiveness for crypto businesses. It may also affect the stablecoin market in Europe, where the MiCA regulation is already in effect.

Expert Opinion

In our view, these measures are part of a global trend toward tighter control over cryptocurrencies. Arbitrageurs and marketers working with French partners or holding assets in France should prepare in advance for possible changes: review settlement structures, possibly move to other jurisdictions, and monitor transactions more closely. It is also important to consider that the stablecoin tax could be applied retroactively, so consulting with tax experts is recommended.
